Meet the team

Alfred Moujaes is Head of AG&P Engineering with overall responsibility for project management and business development for existing and new customers. He was formerly the President and CEO of Aragon Americas in Houston, Texas, with extensive experience in business development, project management and operations in the oil and gas, refining, petrochemical, and power generation industries including onshore and floating LNG production facilities, as well as LNG import and export terminals in the USA and abroad. Alfred holds a Bachelor of Science degree in Mechanical Engineering from Lamar University and he is multilingual in English, Spanish, Arabic and French.
Nancy Ballout is Vice President, Process Operations at AG&P Engineering with more than 17 years’ experience in LNG operations and process design including onshore and floating LNG production facilities, LNG import and export terminals, related gas processing facilities and NGL recovery facilities. She has successfully operated and assisted in numerous liquefaction facilities start-ups in the USA and internationally. Previously, she held senior positions within EPC firms and operating companies including Aragon Americas, Worley Parsons and Black & Veatch Corporation. Nancy holds a Bachelor of Science degree in Chemical and Petroleum Refining Engineering from the Colorado School of Mines. She is multilingual in English, Spanish and Portuguese.
David Franklin is Vice President, Engineering at AG&P Engineering and is responsible for LNG and gas processing projects. He has over 30 years’ experience in multiple EPC activities including conceptual, feasibility, pre-FEED, FEED studies, detail engineering, procurement, fabrication and construction support. For the last 20 years, David has specialized in gas treating, cryogenic gas processing, LNG liquefaction and LNG regasification. He holds multiple patents and patent applications. Prior to starting Aragon Americas, he held senior roles at Worley Parsons, Mustang Engineering and Black & Veatch Corporation, among others. David holds a Bachelor of Science degree from the University of Missouri-Rolla.
Julio Rios is Vice President, Technology at AG&P Engineering, with over 40 years of process engineering design experience in LNG liquefaction and receiving terminals, GTL, gas processing, olefins, petrochemicals, refining, coal gasification and liquefaction (CTL). Most recently, he served as the Owner’s Engineering Manager on the G2 LNG project, responsible for reviewing and verifying all FEED engineering documents prepared by KBR for the FERC filling. Julio holds both Master’s and Bachelor’s degrees in Chemical Engineering from Manhattan College and City College of New York, respectively. He is fluent in English and Spanish.
Linna Wang is Principle Process Engineer at AG&P Engineering. Previously at Aragon Americas, she was a process consultant on LNG and gas projects, including LNG production facilities, LNG and LPG export terminals, related gas processing facilities and NGL recovery facilities in the USA and abroad. A licensed Professional Engineer (PE) in the state of Wisconsin, she has held senior process engineering positions within well-renowned EPC firms and technology companies including CB&I, Chart Energy & Chemicals and Black & Veatch Corporation. Linna holds a PhD degree in Chemical Engineering from the Chinese Academy of Sciences, a Master’s degree in Chemical and Petroleum Engineering from the University of Wyoming and a Bachelor’s degree in Chemical Engineering from the Taiyuan University of Technology.
Dhirendra Mishra is Project Director, LNG based in Manila. He is responsible for LNG import terminal projects with a focus on Hindustan LNG (HLNG) in India. He is a highly regarded leader in the LNG sector in India, having spent 17 years in senior positions running Shell’s Hazira facility and prior to that, as Chief Manager of Operations for Petronet. From concept to commissioning, Dhirendra has in-depth expertise in LNG import terminal development, marine interface and project management including production planning, operations, commercial contracts, efficiency monitoring, and budget control. Dhirendra has a Chemical Engineering Bachelor’s degree from the Karnataka Regional Engineering College, Surathkal Mangalore University and a Diploma in Business Finance from Narseee Monjee Institute of Management Studies, Mumbai.
Marco Andreola is Head, Marine Engineering, based in Manila. He is responsible for marine works associated with LNG import terminals and the development of AG&P’s proprietary vessels and power barges. A marine engineer, he has over 28 years’ experience in the energy sector specializing in LNG terminals and supply chain systems, floating LNG assets, recovery systems and power generation. Marco previously held operational roles in various international companies including Andreola & Assoc, Pertamina, PLN, Tractebel Engie, D’Appolonia, McKinsey, PWC, Rolls Royce Marine, Marine Services GMBH and DNV. Marco holds a Master’s of Naval Architecture and Marine Engineering degree from the University of Genoa.
